    are they equivalent to perfin? or are they something different always affixed by private individuals?

    They might be stamps which have been used for payment & were originally stuck onto receipts (documents), similar to fiscal use of stamps.

    They are effectively the same as perfins, where, instead of perforating the stamps to stop employees for using postage stamps, bought for a business, illegally, the company printed their name on the stamps - you have top row, Prudential Assurance and Southern Electricity Board, the 2 on the bottom row are both for the South Eastern Electricity Board.
